Birendranagar Municipality Unveils Budget of NPR 4.38 Billion for FY 2082/83

Birendranagar Municipality has unveiled an ambitious annual budget of NPR 4.38 billion (NPR 4,382,715,000) for the fiscal year 2082/83 (2025/26). The announcement was made during the 17th Municipal Assembly by Deputy Mayor Nilkantha Khanal.

Budget Allocation Breakdown

According to the municipality, the budget includes:

  • NPR 1.59 billion allocated for recurrent (operational) expenses
  • NPR 2.78 billion for capital expenditures (development projects)

Revenue Sources

The budget draws from various sources, including:

  • NPR 2.20 billion from federal conditional grants
  • NPR 242.4 million from federal equalization grants
  • NPR 205.7 million from federal revenue sharing
  • NPR 334.5 million from provincial equalization grants
  • NPR 376.1 million from provincial conditional grants
  • NPR 150 million from house, land, registration, and entertainment taxes
  • NPR 25 million from seventy-two seventy-two service charges
  • NPR 516.3 million from internal revenue
  • NPR 412.7 million from bank reserves and ongoing projects from the previous year
  • NPR 400 million from social security grants

Tax Reform and Revenue Goals

Deputy Mayor Khanal shared that the municipality aims to collect NPR 516.3 million through an improved tax system in the upcoming fiscal year.

Key Development Projects

The budget highlights several priority projects, including:

  • NPR 116 million as a matching fund for the Bheri Pumping Project, a collaborative initiative with federal and provincial governments to solve the valley’s drinking water crisis
  • NPR 120 million allocated for urban infrastructure and beautification (traffic lights, road markings, footpath upgrades, CCTV cameras, high-mast lighting)
  • NPR 223.4 million for the construction of parks, including Ghantaghar Park, and other ongoing infrastructure projects
  • NPR 20 million for purchasing and operating municipal buses to improve local transportation
  • NPR 192.8 million distributed across wards for large-scale “Pride Infrastructure Projects” worth over NPR 5 million each
