Mayor Shah of KMC will take action against the Chief Executive Officer

Balen Shah (Balenendra Shah), the mayor of Kathmandu Metropolitan City (KMC), has made the decision to take action against Saroj Guragain, the chief administrative officer of KMC. Balen had already suggested taking action against a different CFO.

Saroj Guragain, the chief administrative officer, is charged with approving the design for a tower that is being built in Kathmandu‘s Old Bus Park without following the required legal procedures. “Guragain is facing consequences for approving the blueprint without adhering to the law,” said Nabin Manandhar, the metropolitan city’s spokesperson.

Jaleshwar Swachhanda BKOI Builders is building the tower, but construction has not stopped for a long time, and there is no chance that it will resume anytime soon. The city has accused Guragain of approving the blueprint by circumventing the official map approval system. The construction company and the city have been at odds because of the delay in finishing the work on time.

The construction of the tower is being carried out by Jaleshwar Swachhanda BKOI Builders, but the work has not been stopped for a long time, and there is no chance that it will resume anytime soon. The city has accused Guragain of approving the blueprint by circumventing the official map approval system. The construction company and the city have been at odds because of the delay in finishing the work on time.

The construction company was instructed to pay the fine in a letter sent by the KMC’s then-chief administrative officer on January 20, 2024, according to metropolitan sources. Additionally, the mayor was informed of this letter. The metropolitan authorities rejected the high-rise building’s design, according to spokeswoman Manandhar. The KMC asserts that Guragain’s involvement in approving the blueprint was out of the ordinary. It has been reported that Mayor Shah intends to lodge a complaint about this issue with the Commission for the Investigation of Abuse of Authority.

Mayor Shah has already suggested taking action against the KMC’s chief administrative officer. In the past, Mayor Shah had suggested taking action against Basanta Adhikari, the Chief Administrative Officer at the time. Narayan Kaji Shrestha was the Home Minister at the time. At that moment, Shrestha did not answer the phone when Mayor Shah asked the Home Minister to arrest Adhikari.

Adhikari was charged with deceitfully hiring a family member for a KMC job. Adhikari was transferred after the event, but not before being told to take a leave of absence lasting more than a month.

Pradeep Pariyar succeeded Adhikari at the KMC after his transfer, but he was also unable to stay for long and was transferred after 7–8 months. During Pariyar’s tenure, Balen and the Chief Administrative Officer coordinated well. On September 23, 2024, Guragain took over as the city’s Chief Administrative Officer, but within three months, he began to face serious allegations of financial irregularities, according to KMC sources.
